The card-standards body is drafting what already ships

On 1 September 2026 EMVCo published a draft framework for card-based agentic payments whose central construct, Intent Services, registers and manages consumer-authorised intent before, during and after a transaction, with recurring purchases and cumulative budgets as the named hard cases; comments close on 30 September. Decionis operates per-action authorisation with a signed, re-derivable record today, outside the payment rail and outside the agent. It is not an EMVCo member, subscriber or associate.

Refuse when the authority is unreachable

For machine-initiated actions with unbounded loss — an agent's tool call, a payment release, a margin gate — the default is fail closed: an unreachable authority is a refusal, not a pass. Where a present person is transacting with bounded exposure, the default is fail open so an outage never blocks a sale. Every surface states its row.
