Shadow Mode boundary
Shadow Mode is asynchronous observation. It does not interrupt a source transaction and never reports an observed exposure as prevented. Inline enforcement is enabled only on a separately tested pre-commit path with an explicit tenant-admin choice of timeout and failure behavior.
